Description of legislation:

Provided home care services to dependent elderly on the basis of personal entitlement and clearly defined eligibility criteria.  The basic entitlement is for in-kind services, such as personal care, that range between 10.5 to 15.5 hours a week.  The goal is to reduce the burden of care from family caregivers but not to replace it altogether.
