Description of legislation:

This mandatory long-term care insurance program for all citizens over age 40 offers residential and in-home care.  The program is funded half by premiums and half by taxes.  Monthly premiums are set on a sliding scale according to income and beneficiaries are charged a 10% co-pay for services.  The government covers premiums and co-pays for low-income and impoverished individuals.
