Mercedes Carrillo is Legal Officer of the Department of Social Inclusion of the Organization of American States (OAS) and Secretary of the OAS Administrative Tribunal. She holds a Ph.D. in International Law and International Relations from the Complutense University of Madrid. She is the author of publications in Procedural Law, border conflicts, and social inclusion. She has served as a consultant for the Inter-American Commission of Women (2008) and as Secretary for the Inter-American Committee on Persons with Disabilities (2010 to present).
