Blaire Bryant, MPH

Blaire is a seasoned health policy strategist with more than a decade of experience at the intersection of federal policy and local government implementation. She brings deep expertise in Medicaid, behavioral health, long-term care, and public health, with a strong ability to connect healthcare issues to the broader policy and systems landscape.

At NAC, Blaire leads the policy and advocacy team to recognize, integrate, and support family caregivers through a robust federal policy and advocacy agenda that advances caregiver-friendly legislation, strengthens cross-sector partnerships, and elevates caregiving as a national priority.

As Senior Legislative Director at the National Association of Counties (NACo), Blaire led the organization’s health policy agenda and served as a critical bridge between county governments and federal agencies, congressional offices, and the White House- helping shape how care is delivered on the ground. She built a track record of translating policy into practice by representing county interests in formal briefings to federal lawmakers, forging alignment across complex intergovernmental partnerships, and equipping elected and appointed officials with the tools and guidance needed to turn federal mandates into workable local solutions.

In addition to her legislative work, Blaire led strategic engagement with executives and elected leaders from some of the nation’s most populous counties — designing high-impact convenings and policy programming that translated complex, cross-cutting challenges into actionable insights while elevating local priorities on the national stage.

Before NACo, Blaire grounded her career in public health practice and program administration at organizations like the National Association of County and City Health Officials (NACCHO) and the ALS Association with roles focused on community health, chronic disease, and health systems. She holds a Master of Public Health from the University of Maryland School of Public Health, with a focus in Community Health Education.

A published author and recognized expert, Blaire has contributed to national initiatives on health equity, behavioral health, and COVID-19 response. She currently serves on the Advisory Board of the CCBHC State Technical Assistance Center at the National Council for Mental Wellbeing and holds a Master Certificate in High Performance Leadership.
