Vice President for Government Affairs & Policy

Elaine Dalpiaz is the Vice President for Government Affairs and Policy for the National Alliance for Caregiving.  Elaine has more than 30 years of advocacy, communications and policy expertise, having worked on Capitol Hill, in federal agencies, and local and national non-profit organizations. Throughout her career, she has focused on the unmet health care and social needs of children, families and older Americans.

Prior to the National Alliance for Caregiving, Elaine served as Vice President for Health Care Systems and Strategic Partnerships at First Focus on Children. For three years, she developed federal policy proposals and addressed federal regulatory matters for children’s health care initiatives related to the Affordable Care Act, Medicaid and mental health. Prior to that, Elaine spent nearly five years at AARP as the Advocacy Integration Director, where she provided strategic guidance and leadership to AARP state directors on long-term services and supports (LTSS) as part of AARP’s overall caregiving campaign.

Elaine worked as a professional staff member for the Senate Special Committee on Aging (for Chairman John Breaux of Louisiana) where she focused on LTSS, Medicaid, Medicare, prescription drugs and the Older Americans Act.  She also worked in the personal offices of Senator Blanche Lincoln of Arkansas and Senator John Glenn of Ohio, on domestic policy issues important to children, low-income families and older Americans.

Elaine also served as the Deputy Director of the 1995 White House Conference on Aging where she worked closely with the Executive Director as a strategist and key political advisor for all aspects of the Conference.

As Vice President for Public Policy at Burness Communications, Elaine was the policy lead for the Green House Project and the Consumer Directed Care Program. Both of these Robert Wood Johnson Foundation initiatives were ground breaking models of care for older Americans and those with disabilities. Elaine was the lead strategist and policy advisor for these two grantees in their efforts to educate and inform Members of Congress, the Executive Branch and state officials about the benefits of these programs related to LTSS and caregiving.

Elaine holds a Bachelor of Arts degree from Walsh College in Ohio, and a Master’s degree in social policy and administration from the London School of Economics, England.
